Only those with an unfortunate experience should be allowed to have a free license. Considering the number of possible license holders, bureaucrats will become an endangered species before the first season ends. After that, we can declare them an endangered species and place the remainder in zoos for our viewing pleasure. <br /><br />There would need to be a special diet, since harming them further would cut their numbers drastically.
